Notice of Public Hearing

Will Be Held Virtually Only

Proposed 2023-2027 Capital Program of Projects, 2023 Operating Budget and Program, Proposed and the Financial Plan for 2024 and 2025

Notice is hereby given that the Chicago Transit Authority (CTA) Board desires public comment before it considers an ordinance to adopt the proposed 2023-2027 Capital Program of Projects, 2023 Operating Budget and Program and the Financial Plan for 2024 and 2025.  A virtual public hearing will be held on Thursday, November 10, 2022 at 6:00 PM.

There is currently in effect a statewide disaster declaration as a result of the COVID-19 pandemic ​which has been renewed from month to month since the start of the pandemic. Pursuant to Section 7(e) of the Open Meetings Act, virtual public meetings are permitted while the disaster proclamation remains in effect. As permitted by this section of the Open Meetings Act, the public hearing on November 10, 2022 will be held electronically or virtually for members of the public.  

The public will participate in the November 10, 2022 public hearing virtually via live stream at: https://www.youtube.com/user/CTAConnections and Public Comment will be held virtually via an electronic platform in accordance with the Notice of Changed Format of Transit Board Meeting and CTA’s Public Comment process.

At the virtual public hearing, an American Sign Language interpreter and a Spanish interpreter will be provided.  Individuals with disabilities who require other accommodations to review the budget or provide feedback should contact Gregory Longhini, Board Secretary at [email protected], 312-681-5022 or Relay.

Members of the public who wish to speak at the virtual public hearing are encouraged to submit their request prior to the hearing.  Options for providing comment at the virtual hearing or in writing for submission to the CTA Board on the proposed 2023-2027 Capital Program of Projects, 2023 Operating Budget and Program and the Financial Plan for 2024 and 2025 are detailed below:

WRITTEN STATEMENTS.  Written statements will be taken into consideration prior to the adoption of the proposed 2023-2027 Capital Program of Projects, 2023 Operating Budget and Program and Financial Plan for 2024 and 2025.  Written comments for the CTA Board’s review and consideration must be submitted by Monday, November 14, 2022 by 5:00 PM

Written comments may be submitted in any of the following ways:

  • Via drop off at CTA Headquarters, 567 W. Lake Street, 1st floor mailroom.
  • Via fax at 312-681-5035.

ORAL STATEMENTS.  Members of the public who wish to speak at the virtual public hearing are encouraged to register prior to the hearing, by completing and submitting a Request to Speak form online at transitchicago.com/finance. Individuals registered online Wednesday, November 9, 2022 the day before the hearing, will be called by CTA, at the telephone number provided, during the Thursday, November 10, 2022 hearing, to be connected to the virtual public hearing proceedings. 

DIAL IN AT THE TIME OF THE HEARING.  Members of the public may also dial-in, while the hearing is in progress, to request to speak, by calling 312-681-3091.  Individuals who pre-register to speak will be taken up first at the virtual public hearing.  Individuals who call while the hearing is in progress will then speak in the order that they call in.

Be advised that as to the Capital Program of Projects, CTA is seeking financial assistance from the Federal Transit Administration (FTA) of the United States Department of Transportation under the Federal Transit Act of 1964, as amended, and related statutes: the Illinois Department of Transportation (IDOT) under the Civil Administrative Code of Illinois (Part 8.5) and related statutes; and the Regional Transportation Authority (RTA) under the Regional Transportation Authority Act.  If the following program does not change, then it will be considered the FY 2023-2027 final Capital Program of Projects.  This notice is to meet the requirements of the FTA, IDOT, and the RTA.

Lake Street, Chicago, Illinois 60661.  These same financial documents will also be available during this period on CTA’s website, www.transitchicago.com in both pdf and plain text formats. The proposed 2023-2027 Capital Program of Projects, 2023 Operating Budget and Program and the Financial Plan are also available on the RTA website at https://www.rtachicago.org/finance-management/capital-funding.
